The publication is meant for use by mediators, instructors, and facilitators in collaborative learning exercises. The material focuses on the skills necessary for managing water disputes at all levels, from the interpersonal to the international. The workbook supports UNESCO’s International Hydrological Program (IHP) in developing local capacity to resolve water conflicts through the From Potential Conflict to Cooperation Potential (PCCP) project, which facilitates multi-level and interdisciplinary dialogues to foster peace, cooperation, and development related to the management of shared water resources, and it is used a graduate training manual in workshop on water conflict management and transformation held annually at Oregon State University.
